Queen of Hearts Taxi

I don't understand how this lady is operating as a taxi in Duluth when she's not licensed or insured. I googled her business address and it's the Duluth projects. The city of Duluth has a list of licensed cabs in Duluth and she's not on it! If you get into an accident while riding in her car you are out of luck.
